I do not like deals like that. Like where I live it is easy to bargain 7-8% at BMW, very hard to get over 10%. Now they offer 20% until end of the year, meaning it will depracate resell value of by these 20%.
These building does not have infrastructure for this.
If I had a house, I would buy an EV, but I unfortunatelly live in comi-block.
mild-hybrids and hybrids are cool, but I somehow think that plug-ins are just a bad idea pushed for fleet buyers to replace diesel.

You should compare used car price to new car price minus tax credit, than it will make it more reasonable
Most of the people I know feel that they are forced to EVs (buy regulations, taxes), rather being it their choice. I live in EU
Skoda is my favourite from VW tech in low price
Where I live prices of gas are like 70% taxes, so even if they will decrease, it will not be something I will care about.
Bigger decrease is the other way: price of gas stay about the same but we had like 40% of cumulated inflation over last 3 years
Electricity price is a big problem with EV, but it is also a big problem with other means of transportation (trains, trams, …), heating, cooling, cooking etc.
Electricity prices in Europe are currently crazy and have to be addressed.
Also residual value is important, as it makes the brand more valuable.
The war in Ukraine started in early spring 2022, so before summer 2022. Something is off. Chip shortage also sound like late 2020/whole 2021/early 2022, rather than late 2022
