It could be a few things.
If the battery is cold, many models use the motors to generate heat to warm the battery to an optimal temperature
If could be the onboard charger that converts AC to DC
If the battery is hot, it could also be a fan. But this is quite unlikely while charging at home. Much more likely on a road trip when DC fast charging.
It’s unfortunate that Toyota wasted so much time on hydrogen. I hope they can turn it around, but this is not a promising sign. 10k in 2030 is peanuts

So far here’s what we know about it: The lowest trim of this model will be ~$25,000 It will probably be a hatchback (see image) It’s being built on a new vehicle architecture where the components are ~90% fully designed and (mostly) built by Tesla It will be built in Austin Texas first, then later at a new factory being built in Mexico.
Likely Speculation: Versions of this car will likely be built at their other factories around the world. A version of the car will be sold without a steering wheel and will be called the “robotaxi”
It’s a mistake to them because they don’t have the software talent to implement what android auto / Apple CarPlay has. Same with all of legacy auto.
The panel location is a huge factor if the installation cost is important to you.
That aside, I think D is the best spot if you have a Tesla, but will certainly be the most expensive to install
