I may have found the right 997.1, but the dealer from which I would be purchasing it told me it appears to have high flow catalytic converters and an x-pipe, and that it wouldn’t be emissions-compliant in California. Lucky for me, I’m not in California, but I’m also not all that familiar with Pennsylvania (my state) emissions rules. Is this something that could be an issue for me? And how would these items change the performance and sound of the car? Thx!

Not sure which year it ends, but only a visual inspection is required for older cars. I have an 86 911 with a sport cat and aftermarket exhaust here in PA and never have an issue.

Pretty much as long as there’s no check engine light it’ll pass emissions in PA. We don’t measure emission readings, so as long as it’s within spec for the vehicle (hence no CEL) it will pass

Sadly I’ve been in this exempt category with my 992 and previously an R8, but possibly relevant for you so sharing…

Vehicles driven less than 5,000 miles during the 12-month period immediately preceding the inspection and have been owned by the same owner for one year or more. A new vehicle, being titled and registered for the first time and has less than 5,000 total miles on the odometer.

Recently relocated to Bucks County in eastern Pa. Have a 992 GT3 with headers, sport cats and valved exhaust from Soul Performance which happens to be a Pa. company. I spoke with the shop I was taking it to for inspection ahead of time and they said the same things others have said, no CEL then no problem even in CARB specific counties. Next year I will probably be exempt for emissions testing because of low miles, but still required to have a safety inspection. Interestingly, my 2023 F250 diesel doesn’t require emission testing at all, though with all the recent attention to diesel tuning I suspect that this will ultimately change.

A good used stock exhaust system shouldn’t be all that expensive if it comes to that.
