Are you implying that the plan is to sell more jets to Iran to replace these?
Otherwise, Iran having F-14s is actually helpful in selling planes and bombs to Iran’s enemies.
For them it probably isn’t important who creates the demand as long as they are the one supplying the goods.
Which, in the case or Iran, is not them.
I’m pretty sure this isn’t a money making conspiracy, but just normal geopolitics happening, like it always has.
