That price to mileage ratio seems a little off to me.
But the short answer, in principle, yes.
IMO I’ve had nothing but bad luck buying used cars with age being the priority, and nothing but good luck with cars where I’ve either gone a little older or paid a little more for lower miles.
Depends on your tolerance for jank.
If you want it perfect it’s at minimum a dent pull and panel spray.
If it’s an older car (I can’t tell) and you aren’t too fussed but just don’t want it to rot then it could be pulled and the chipped paint simply sealed with a touch up and clear coat blend, sanded and machine polished.
But it’s never going to A1 that second way.
