Theres actually a third missing line accounting for the missing 4% (using the numbers at the end) from the sums. That 4% now may have gone up or down in the past but the line weight on their graph would have rendered it as a mostly flattish line near the bottom. This is the moment you either make the editorial choice to omit it, or flip the graph to log scale and incur the burden of explaining that to your audience. I struggle to make this distinction clear to a mostly technical audience so I think the authors/editors probably made the right choice.
