I would clean the rust, dirt, remove the water and then apply an external boot over the existing boot + use steel hose clamps on both ends (you have a nice spot to attach these clamps - a nut and/or a neck behind). You basically want to keep water away from the naked cable, so any solution should work.
Are battery terminals corroded?
You can’t check for tire/wheel balance, press bearings, etc., that you need hundreds/thousands of dollars in equipment
Tire deformations that cause pulling to the side can be verified by swapping wheels on the same axis (should not be performed on a rainy/snowy day when tires are directional). If the car begins to pull to the opposite directlon, you have the answer.
Put someone in a driver seat, transmission is Parking or Neutral, open the hood, ask the person in a driving seat start the engine and keep 2000-2500 RPMs. Does the engine move a lot?

The battery is only like 3 years old I think.
Some of them live 3 years only. Some even less.
You need to inspect buttons in the vehicle that open and close your doors, their mechanism (or wire insulation) seems to be damaged.
You can see stock sizes of your wheels here, looks like 16 inches is the smallest options you should have.
At the same time, look at your current tires. Their size is written on the size, your safest move is to buy the exactly same size (I assume your current tires fit your vehicle, so you can use them as a reference).
Stellantis vehicles are dirt cheap when the buyer doesn’t mind to spend a weekend on replacing rocker arms or fixing a wild electric issue. All other kinds of buyers are usually not so happy with the purchase.
