Well, not exactly. Those imperial units are all a unique measurement that one would have to learn to use. The SI prefixes meanwhile are simply powers of 10. Deca means 10, hecto means 100, kilo means 1000. Decameter literally means 10 meter. And so people just end up saying that instead, because it’s easier and conventional. But in some situation where you’re frequently dealing with 10s of meters it might be easier to use decameters.
The system also provides prefixes for extremely large or extremely small units. You’ll be hard pressed to find anyone referring to a ronnameter (10^27 meter). But it’s there if you ever need it, because it’s again just a power of 10. While megameter (1000km) is pretty much never used, megahertz is very common. SI simply provides a unified system and we can apply it in whatever way is most practical.

Yes, it does what 99% of users require from it. On Linux I would immediately run into a bunch of programs that wouldn’t work out of the box, at which point I’d need to get into emulating. Which is something I do not want to deal with.
Windows works flawlessly without hassle, Linux does not. Easy choice to make.
Maybe for a small percentage of extreme power users who live on their computer. For me Windows lets me access all the programs and media I need with zero problems. I can not imagine Linux being anywhere near as hassle free.
Dutch government has done a similar thing a few months ago, but so far only a couple of government institutions and officials have adopted it. I’m afraid that as long as there aren’t that many actual users, there’s little incentive to fully make the switch.

Paint.net is great but it doesn’t even come close to 80% the functionality of photoshop. It’s more like 10%. The plugins are interesting but fairly limited in what they can do.
I like to use paint.net for simple edits like cropping because of how lightweight it is, but as soon as I need to do any substantial image manipulation or drawing I’m opening photoshop. Paint.net will just hold you back. It doesn’t support some of the most common and basic features like masks, brushes, the pen tool and gradients.
