    It’s not arbitrary, it’s an Amendment. If you want to get rid of it, you have to go through the process:

    1. 290 votes in the House.
    2. 67 votes in the Senate.
    3. Ratification from 38 states.

      They’re probably working on a way to get the Supreme Court to declare that section unconstitutional.
