I think I screwed up because I bought an used Chevy Volt (thats in repair shop btw for BECM issue a week after delivery) and the used car dealer has refused to furnish Form 15400. I literally gave it to them twice and the salesmen said they would complete it the next day and I still haven’t seen the form yet. I was really depending on the 4k tax credit for the car and this is really bugging me since they keep saying they will complete it but they refuse to do so. What should I do

    I feel like the whole used EV tax credit thing is gonna end up as a complete train wreck. Despite me working with the dealer to get them the form, instructions, and explain how it benefits them, there’s still no guarantee that they’re actually going to file anything.

    I plan on filing regardless, but keeping the paper trail of requests, voicemails, etc. just in case.

        Nope. Apparently that form didn’t even exist for the majority of the year so people who bought Jan-Oct 2023 are probably SOL if the IRS takes a hardline stance on it. There is also no guidance dealers on how to submit said form yet.

        The plan right now is to monitor closely, and follow up with the dealer a few weeks for the deadline. The few tax people I’ve talked to, or read the opinion of, have said no one is sure just file 8936 regardless and keep paperwork.

      Agree. Used car lots especially have very little incentive to complete the paperwork, especially if you’ve already bought the car. About all you can do is hold the purchase over their head and say you won’t buy it until til they fill their stuff out. Once you sign the purchase order you lose all your leverage.

    As someone who follows /r/askcarsales, contact them one more time for the form and mention that if you don’t get it, you’ll be leaving a negative survey. I can almost guarantee you’ll have the form before you even hang up.

    I had a car dealership jerk me around before over a repair thay was taking way too long. I called up someone high up in the hierarchy of the dealership and the dealership manage called me back in a frightened voice and personally met with me at the dealership to talk to the body shop. I wasn’t mean or nasty, I just explained what happened and the gears started turning quickly after that.

    Threaten a negative survey, file a complaint with your state attorney general, ask your DMV to step in, have a lawyer send a letter, etc. Multiple escalation routes that you could take.

    Have you tried being incredibly annoying? They might fill out the form to get you to shut up. If you are lactose intolerant you can bring a quart of milk into the dealership and tell them if they don’t fill it out you will drink the milk then taint the air in the lobby and destroy their public restroom.

    I’m in a similar situation- bought a 500e from a used dealer that has never sold EVs before. I got the 15400 but they haven’t registered with the IRS yet. I need to keep bugging them to hopefully register and send in their own paper work before January 15.

    Umm that form was promised to you by the sales person. So file an action in small claims court for $4500
