This is an issue that we have been trying to get to the bottom of. We’ve replaced the spark plugs after getting misfires from those, and we had a sensor that was messed up that our mechanic fixed, but they still were not able to find the issue and said they’ll see if the converter is clogged.

when the car is in park, it seems to rev a bit fine, but when i drive it, it slowly goes up to 20 MPH, and it slowly goes up to 40 MPH. The car seems to stay at 2-2.5 RPM in drive mode unless i press it all the way down, which will make the RPM go up but the MPH WILL NOT go past 40. The car sounds like it has power, but the engine just isnt responding to it. could it actually be a catalytic converter clog?

    A clogging catalytic converter sounds plausible stating the symptoms you have. Since there is a possibility of a few different things that can cause your issue I would triple verify as this would be an expensive guess.
