Tire shop left this in the car (Costco). I assumed it was part of the valve stem but I’m not sure. Any ideas?

You are correct, it goes into the valve stem and is the gateway for a fluid to pass through.
So you connect a empty pen tube to the air chuck, then load the tube with a valve core. Aim at coworker and pull trigger. Totally don’t recommend doing that.
