Boeing recorded other losses in its defense, space and security unit for the second quarter: a $189 million loss in the T-7A trainer jet program and $68 million charge on its MQ-25 unit.
Boeing last year announced additional losses on the Air Force One program, bringing charges on the contract negotiated with the Trump administration to above $1 billion.

… two serious issues with Starliner. One of these involved the “soft links” in the lines that connect the Starliner capsule to its parachutes, and the second problem came with hundreds of feet of P-213 glass cloth tape inside the spacecraft found to be flammable…
The identification of two serious problems so close to the spaceflight prompted NASA to take a broader look at Starliner and determine whether there might be other problems lurking in the spacecraft. “On the NASA side, we really stepped back and looked at all aspects of flight preparation,” Stich said…
NASA, Boeing, and the parachute supplier, Airborne, have been working through the soft-link issue, he said. Engineering teams have identified a new type of joint that can meet NASA’s safety requirements. However, Stich did not say the extent to which these new soft links have been field tested, nor how much of a test campaign is necessary to certify them for flight.
Technicians have also removed panels from inside the Starliner spacecraft to access the flammable tape. This glass cloth tape was wrapped around wiring inside the spacecraft to protect it from chafing and rubbing in flight. Stich said about three pounds of tape have been removed from Starliner so far.
“We’ve been able to remove a lot of that tape, and that work is progressing really well,” Stich said. NASA and Boeing have identified a non-flammable replacement, he said.
Eric suggested that the launch “may very well slip into 2024”.
Nine years ago, when NASA down-selected to Boeing and SpaceX to provide crew transportation services to the space station, Boeing was considered the prohibitive favorite to deliver first for NASA. However, SpaceX will launch its seventh operational mission and eighth overall crew mission for NASA next month.
NASA has already announced that SpaceX will fly its Crew-8 mission for NASA in February or March of next year. Given the ongoing delays, it is now possible that Crew-9 flies next fall, before Boeing’s first operational mission, Starliner-1. NASA has not named a full four-person crew for Starliner-1 but has said that astronauts Scott Tingle and Mike Fincke will serve as commander and pilot.
Scott Tingle is, of course, the brother of the noted author Chuck Tingle, author of Slammed in the Butt by Ongoing Boeing Mismanagement.
At this point it seems like Boeing is using this as a tax write off.
I think there’s still a world where they get through their teething issues, finish 6 ISS Crew missions, and send some Starliners on Vulcans to commercial stations. That would only be because of some customers who will pick anyone but SpaceX.
The biggest hole in that plan would be if another crew vehicle comes online, like crewed Dreamchaser, whatever Blue Origin’s hush-hush capsule is called, or even Gaganyaan.
Not that I’ve heard Lockheed even hint at it, they could try to come out with a cheaper LEO version of Orion when the next Commercial Crew contract comes around. With todays (Beyond LEO) Orion having made now 3 un-crewed flights, I imagine lots of data exists on where they could cut cost to make an Orion that isn’t as beefy to only service LEO.
Crewed Dreamchaser might also be a contender in the next Commercial Crew contract, especially of Sierra Space has some Cargo Dreamchaser flights by then.
I don’t think an Orion-light LEO vehicle is a good idea. That was part of the original Constellation program (Orion on an Ares I to the ISS), and luckily we got Commercial Crew instead. An Orion launch, not counting the rocket, is $1.8 billion, the Artemis 1 Orion already flew with obsolete parts, and they’re procuring a lot of the same components for Artemis 6-8 which won’t fly until at least 2030. I suppose they have to be allowed to bid on a hypothetical new Commercial Crew phase, but Lockheed’s Orion cost and development or manufacturing timelines just can’t be allowed anywhere near a viable, scalable, sustainable program.
My hope for the next generation of space stations is that NASA will certify vehicles that their astronauts are allowed to fly on, but not handle procuring rides, and essentially just book time on a station and let the operator figure out crew and cargo transit. There can be multiple stations being serviced by Dragons, Starliners, Dreamchasers, Blue Origin capsules, Gaganyaan, and Starship, conceptual vehicles like the Rocket Lab capsule and SUSIE, and my daydreams like a Stoke Space and Relativity crewed vehicle. There are so many options on the horizon that we shouldn’t keep getting bullied into accepting Lockheed.
That’s the beauty of the Commercial Crew contracts. Its fixed bid. It doesn’t matter how inefficient the internal processes are or expense of parts. Those costs are borne on the vendor, in this case that would be Lockheed. So if Lockheed is able to make a cost effective version of Orion they could choose to bid for the next Commercial Crew contract (if and when it occurs). NASA won’t be responsible for any overages, just like they aren’t on Starliner.
I agree, I’m not looking for another Constellation program. I’m not suggesting being stuck with yet another “cost plus” contract. I’m suggesting Lockheed compete on fixed price just like SpaceX, Boeing, and Sierra Space is.
