It was supposed to be an even trade: Permission to raise larger buildings in exchange for airy, open spaces for the public. The reality has been different.

    As usual, the fines are not anywhere near proportional to the value received. As long as you have money you can do whatever the fuck you want.

    If cities and states were actually concerned about these things, those weak AF fines would be per day. Make it hurt and you’ll see the change desired.
