Title case.
Most of the important words get capitalized, but articles and prepositions stay lower case.

Is English your first language? The rule is you can capitalize all the words except the articles like the, a, etc. You’re very angrily and confidently wrong on this.

There are more casing rules besides 'TC (Title casing) and SC (Sentence casing) in English grammar.

They are the most popular because both Chicago MLA and APA feature distinct rules for when to use them in the types of writing they cover.

There is no authority, grammatical or legal, that governs the usage of casing rules across the English language itself. They are determined by the bodies of authority in the medium they are being published. (e.g. No one polices which to use in coding. Google uses one, Apple another, etc).

Like any other style guidelines, the ostensible purpose for selecting one casing rule over another is to achieve a desired readability effect. I agree with the other commenter’s spirit. They chose poorly for a billboard, imo, and sentence casing would produce a faster and more retainable read.

It was probably written by a 65-75 year old American. It was once the style. I run into people who still use it but they’re always in that age range.
