    @ProPublica@newsie.social OK, assume that the law requires certification, that it is not discretionary. Then assume that the person refuses to certify, that a judge says “you must certify”, that person says “no way”, the judge says “I am jailing you for contempt until you do”. And the person chooses martyrdom and still refuses and refuses and refuses while remaining in jail for contempt.

    What happens?
