Congress should act. They’re the lawmakers. The president is just there to execute them. Expecting presidents to initiate laws amounts to calling for an emperor.
It’s sad and telling that Congress isn’t even expected to act anymore.
Of course, it has nothing to do with Brexit. Like, at all. Obviously. It’s just Mother Nature and those lazy lazy people . Like duh.

Also, the EU is currently adopting a right-to-repair bill that will require all companies, including Apple, to only offer home-repairable devices starting 2027.
Apple just sees which way the wind is blowing and decided to hop on the bandwagon. Better to own and somewhat control it.
Indeed I’m sure you’re right that that’s what they thought, but it’s still an enormous risk to take. In any business plan that should’ve been a red flag.
And if on faith they chose to waive that risk, well… that’s just not great entrepreneurship.
