The military will be effective at what ever it’ll do. You should hope it maintains some sanity at least. Like a loaded gun won’t jam just because a crazy person picked it up.

I don’t think it’s lazy, Button placement seems neutral in that regard. No this is most likely form over function. They do this all the time. Remember the charge cable for the mouse?
