Brief Power Cut / Car Turns Off with All Lights On : 2014 Toyota Rav 4

Hello. I have googled and searched Reddit without any potential leads. Any suggestions would be greatly appreciated. I am not a mechanic but know a bit about cars, and haven’t ever seen this before.

Basically the car when slowing down almost to a stop (or slow turn) will randomly “turn off”, non responsive to drive, but all the dash lights stay on! Putting the car into park, it will start right back up. No issues starting the car etc, stays running in the driveway. No issues when driving at normal speeds.

The “maintenance needed” light did come on, and I am getting P1603 (EEPROM malfunction). P1605 (knock control cpu) and C1241 (IG power source circuit).

Any potential ideas / information would be greatly appreciated, even so I know what I’m dealing with if I have to bring it in to the mechanic.
