That has definitely been cut with a knife or very sharp edge of some sort. The steel belts/cords are cleanly and uniformly cut (the white “threads” in the sidewall). Don’t let anyone tell you otherwise. Your friend is owed a nice new Dunlop.

sometimes those cheaper 25usd used tires can be jimmy’d up patch jobs from returns or thrown away tires. a sidewall tear like that can be patched up with a dremel kind of tool + patch/rubber cement but it won’t hold forever. looks like the patch finally gave out here but they are pretty low on tread anyway

I would guess it hit a anchor/stump/base from a street sign. Some are made to break away when hit and leave a post about that size sticking up a few inches, to which a new sign can be quickly attached.
I’ve seen debris on the road punch a whole like that before. The end of an extruded metal tube.

Updated: We went to inspect the damage and yup the guy finally claims to have hit a sign and I guess he drove over it and kept driving causing the sign to cut through the rubber because this is what the rim looks like now. This is solved ✅
