This seems to be just codifying Carb standards but I thought the 2027 interim target of 42% of sales was interesting.

It is worth noting that EVs are currently exempt from NJ sales tax which is usually 6.625% which can save new car buyers thousands on top of the federal $7,500 tax credit:

I saved a shitload on my new EV last year thanks to NJ policies. NJ is great High wages. Highly educated. Great schools. Great healthcare. Great location. Vive la NJ.

The underlying document says only new ZEVs will be sold starting 2035. That includes PHEVs, assuming NJ follows CA’s definition.
