Replacing this cross over tube and need to clean the surface before reassembly. Not much room grinding tools. Recommendations on what to use by hand?

When it comes to tight spaces, I grind down a flat edge screwdriver to a chisel point. Lap the backside to remove burrs and push gently at an angle.
