When I think of games the most transformed by mods over the years I think of games that are 10+ years old, or extremely modular indie games seemingly designed with mods in mind (like Rimworld).

Bethesda keeps their engine for a reason, there is a lot of people that will be intimately familiar with the modding tools once they arrive.
