You should always specify what kind of car you have and what year when asking questions like this. All cars are not created equally or the same.
Probably. Easiest “cheat” is to take a long highway trip, like 50 miles or so, then DIRECTLY to inspection place. This heats catalytic converters and they sorta self clean like an oven. They do about 98% of the work to pass an emissions test….my experience in similar situations

A quart of oil is 5 bucks…a new car is 30 thousand.
It’s a 2016 with 120k, if it’s leaking a quart between fill ups, say every week, there are a lot more long term issues than that 5 bucks. (And where are you getting 5 dollar quarts of oil, I need that supplier). Likely going towards a blown motor sooner than later. Just topping it off every week isn’t a solution. Long term investment in a reasonably functioning vehicle will still amount to less spent and less headache.
What engine ?
Some TSI engines are known to consume oil. This is a weakness in their design.
What State? Any lights on? If the check engine light isn’t on and you haven’t disconnected the battery recently it should pass as long it isn’t showing signs of visible smoke.

Burning. No oil puddles in the driveway. It started to smoke before I put in the new plugs last week. The bumper gets sooty.
