Jeep Liberty not charging.

My nephew bought a 2012 Liberty (against my advice) and the person said the only thing wrong is that it won’t charge the battery. He bought a Quick Start voltage regulator, but even with the PCM bypassed, it still won’t charge. The regulator is tested working… Is there anything else I should look into before spending hundreds on a PCM? From my understanding, if you use a voltage regulator, it should charge the battery no matter what. I would like to note that I hooked the regulator straight to the battery temporarily to make sure the regulator was getting power
