    Or maybe at least give the winning tier 2 team a change to play against the losing tier 1 nation. At least there will be some interaction between the tiers.

      Relegation for the proposed tourney the least they should do. I can accept the 6n and trc being closed shops if this sees some promotion/relegation

      Really though I want to see A teams from the top 10 touring again. First XVs will pummel them and prove useless for all
