I think there is also a mild impact stemming from powderpuff games. I knew they were in the U.S. but just saw they happen for some hockey games in Canada. Growing up many of those powderpuff games would occur in late October early November. Though stereotyping genders and what not has changed some throughout 90 years of powder puff history the idea that some girls would want to help guys dress up/do make up or guys help them with pads or whatever the underlying message of horny young people liking the idea spending time together with excuses to touch each other that aren’t shamed by puritacal values has stayed similar.
With Halloween being a dress up day near it, it gives some the ability to do so for fun, and others the ability to ask said girl/boy to help them. Or the nerves to ask them to go as a group to a gathering.
