The villiage is at 47.5308, 35.3948 (linked in OP) and DeepStateMAP shows changes (in the grey zone) on the 2023-07-15 15:36 and 2023-07-17 23:05. So, is this guy just way better connected than ISW and DeepState? DeepStateMAP is known to only update based on visually confirmed or UA official statements. Is he compromising opsec? Possibly.
