They may do this now that current day consoles are no longer operated at a loss, Sony tried it far too early in the cycle(wasnt windows but they had a user accessible terminal so you could moreorless install a new OS on it) and ended up having to lock it down with the ps3 because companies were buying them to make supercomputers but never buying any accessories with it, but like now that the XBX and PS5 are not loss leaders they may have higher incentive to have them be mass purchased again.
