Given how we live in a time where politicians and police are effectively worthless at stopping crime from running rampant, they can’t even stop shoplifters to the point where chain store outlets have to close their doors, I think we may see Judges like from the Judge Dredd universe, as a new form in law enforcement. May take a few years, if not decades, though it could very well be a possibility in the future. This is going by how through out history, periods of lawlessness have been stopped by extreme authoritarian backlash, often at the expense of the working people and poor.

For those unfamiliar with the franchise, a Judge is basically a Cop, A Judge, An Attorney, A Lawyer, The Jury, and The Executioner all rolled into one person. So if you were to get arrested by one of these Judges, they would make a judgement on your situation, might offer you a deal on the spot.

Example: Judge puts handcuffs on a citizen: “You have been charged with reckless driving, possession of a controlled substance, intoxicated driving, and evading arrest. I offer you a sentence of four years in prison. Any useful information on any associates may result in a reduced sentence, if you resist, an additional three years will be added to your sentence.”

Though more often than not, they would sentence you on the spot to your jail or prison sentence before dragging you off to serve your time. If you resisted, they would be able to use lethal force, as per the law, as that would be seen as attempted murder of a Judge.

In the series, the first Judges were a response to a period of extreme violence, worker revolts, crime, and political upheaval in the US. While they were first met with public outcry, a few election cycles led to them be normalized as a form of law enforcement.
