I want you to be correct, but that doesn’t say it’s on the disc. It “comes with” the DLC, but that is true if it comes with a code.
If you look at the top right of the box art:
You can zoom in and read it says:
INCLUDES PSN VOUCHER CODE FOR PHANTOM LIBERTY
Aah, I somehow skipped the part about you mentioning a physical copy. Sorry, my bad. In this case I agree it’s a bit weird they don’t put both on the disk but have the base game and the DLC still separated and not incorporated into each other as a single whole. Maybe in the future for another round if sales ;)
It’s more cheap than weird. It’s likely that all the content didn’t fit on a single standard disc, so instead of using a high capacity disc or 2nd disc, they cheaped out and just put it as a code.

Maybe, but if you look at the XSX version, the label just says “includes phantom liberty”. Someone in the comments of the original article suggested Sony/CD Projekt Red didn’t want to pay the premium to include it on the disc.
Either way it sucks and means I’ll be waiting for an amazing sale or an actual ultimate edition. Oh well, I have plenty of other games to play.
