I had the exact same question when I had my G20 330i and it drove me nuts. After a lot of observing while driving, I figured the inner bulbs turn on when you’re turning, to better illuminate the area you’re turning into.

Those are non functional placeholders. Only functional in the laser option. I’m sorry.

Those inner “bulbs” are duds. Both the low and high beam are in the outer part of the headlight. Only cars equipped with laser lights have a functional inner portion. Despite this, the adaptive LED’s are still very powerful headlights. Just not as physically pleasing and functional as the lasers.
