I have changed my set of wheels to winter and inspected my brakes. Are these brake discs ok, or are they too rusty? 2006 VW Golf

They look pretty rough to me and there’s so little gap between the worn area and the central hub that I wonder if it’s just the steel backing to the pad grinding on the rotor now.
