Your average speed is quite low, so I assume you do a lot of city driving. 530D would give you 8-9l in such conditions, but you would run into issues with the DPF and the intake manifold getting clogged up.
A 530e would seem to suit you the best.

I got 8l per 100 during October - drove about 2k km mostly highway.
Nov - 300km all city - 12l per 100km
My F36 420i gets like 15l/100km city driving, pretty bad lol
Here in the states my typical speed is 210 miles per 7 hours and average consumption is 5.55 gallons per 100 miles.

I have a 2017 530dx. While I do regular motorway runs and get over 55mpg (UK) or about 5 l/100km, I sometimes have to navigate inner London, and still get 32mpg (UK) which is about 8.5 l/100km.
I’ve also had a custom remap and got 352bhp and over well over 700nm on the dyno which is nice!
X3 M40i here, 9.2L/100km average. If you push the B58 that high, you will also push the B57 towards 10L/100km.
No difference in fuel consumption is worth losing the glorious almighty supreme B58 over
Hybrid would suit best if that was your normal driving conditions. I have the 545e and I’d reckon without a charge my litres per 100k there would be around 10 but you’d also be able to do that whole journey on a charge as well and get great efficiency. This car is xdrive too as standard and it has the glorious B58

My 540xi gets around 25 mpg (us) in city, but I don’t have much stop and go traffic on my daily commute.
This is with the M550i in ECO Pro mode. Average is 9,5km on 1 litre.
